Senior Advisor, Public Private Strategies

Jonay Holkins is a Senior Advisor at Public Private Strategies (PPS), bringing over 15 years of legal and government affairs expertise. With a diverse background spanning the public and private sectors, Jonay has worked across the executive, legislative, and judicial branches of the federal government, as well as the business community and nonprofits.


Jonay is also an entrepreneur and founder of Trendline Strategies, a consulting firm focused on responsible business practices. Most recently, Jonay served as the Senior Director of Policy & Corporate Initiatives at the Business Roundtable, where she led the organization’s racial equity and justice agenda. Her responsibilities included overseeing initiatives on skills-based hiring, second chance employment, and fostering partnerships with Historically Black Colleges and Universities.


Prior to her role at the Business Roundtable, Jonay was Counsel for Congressman David N. Cicilline.  In this position, she managed a comprehensive Judiciary Committee portfolio covering civil rights, election security, immigration, intellectual property, oversight and investigations, privacy, and technology.  She also advised the Congressman on issues related to financial services and health care.  She played a pivotal role in advancing the Congressman’s legislative objectives by drafting and analyzing bills, building strategic alliances, and preparing him for hearings and public appearances. 


Prior to the Hill, Jonay was a senior litigation associate at a Washington, D.C. law firm, representing clients across the country on a range of topics related to constitutional and administrative law, immigration, internal investigations, the False Claims Act, Medicaid and Medicare reimbursement, the Americans with Disabilities Act, and the Federal Tort Claims Act.


Jonay’s experience also includes stints within the Obama Administration. She worked with the White House Counsel’s Office and the Presidential Personnel Office, contributing to policy development on high-profile issues, investigations, and personnel matters. 


Jonay holds a B.A. in Public Health Studies from Johns Hopkins University and a J.D. from the University of Arizona. Following law school, she completed a two-year term as a judicial law clerk for the Chief Judge at the U.S. District Court for the District of Arizona.
