Rhett Buttle Highlights Business Benefit of Bipartisan CHIPS Act In Media Across The Country


WASHINGTON, D.C.–This week, President Joe Biden signed the CHIPS and Science Act into law. Rhett Buttle, Founder and Principal of Public Private Strategies, has been highlighting the benefits of this critical legislation to American workers and the economy in media across the country.
 

As the CHIPS and Science Act moved through the legislative process, Buttle sat down with Brian Deese, Director of the National Economic Council, for a conversation about the importance of the legislation that was featured in Forbes.


Forbes: A Conversation With The President’s Chief Economic Advisor On The Future Of American Competitiveness, Innovation, And How Passing The Chips Act For America Is Part Of The Solution


  • Deese: “I think this legislation is best understood in the context of what President Biden has tried to put forward as an industrial strategy for the country. What that means is an explicit and deliberate effort to try to build U.S. economic capacity and U.S. economic strength in critical sectors of our economy. That was an important theory behind the Bipartisan Infrastructure Bill that passed last fall and that is providing a foundation of public investment off of which businesses in sectors across the economy are benefiting.”


  • Deese: “This legislation is designed to meet the compelling economic and national security needs to have more domestic semiconductor production capacity and more investment in research and development of innovation in the American economy in an environment where we risk falling behind other countries and being held back by some of the more aggressive actions of countries around the world, including China.”

  • Experts say supply chain issues have really impacted small businesses. They don't always have the money to make large, up-front purchases.


  • “I think that these sorts of investments that we’ll see under the CHIP Act will help alleviate some of those things for small and medium-sized players who work in and around these industries,” said business policy expert Rhett Buttle. “Because it will allow additional investment in the community, but it will also allow them to free up capital to be able to make some of those strategic decisions that will allow their small businesses to grow and be more sustainable.”


  • He said smaller businesses that rely on microchips are just some that will benefit.


  • “I think a lot of us when we think about manufacturing we think about the big folks who are doing the work, but the reality is is small and medium-sized manufacturers power our country and it's all across the country and there's a lot of important jobs that are created,” said Buttle.


  • He said there are small businesses that contribute to the microchip supply chain that will see gains once more manufacturing is brought back to the U.S.
