Due to limited data available on the experience of small businesses, specifically, Asian-, Black-, Hispanic- and Native-owned small businesses, Reimagine Main Street, an initiative of Public Private Strategies (PPS), partnered with the Asian/Pacific Islander American Chamber of Commerce and Entrepreneurship (National ACE), the US Black Chambers, Inc. (USBC), and the United States Hispanic Chamber of Commerce (USHCC), to conduct the largest survey to date of business owners of color on the impact of the Covid-19 pandemic on their businesses.
Almost half of the workforce is employed at a small business, defined as under 500 employees. Although many small businesses recognize the need for family-supportive policies, they do not necessarily have the resources, capacity, or scale to offer such benefits or to influence public debates regarding such policies on a large scale. In setting public policy agendas around child care and paid family leave, it is therefore critical to understand the voice of the small business community
